Tether and a group of industry partners have launched the FASE Foundation, a Swiss nonprofit focused on fighting financial scams, supporting human trafficking survivors and exploring stablecoins for humanitarian aid.
The October 28 announcement names Anchorage Digital, Bitfury, Bybit, Chainalysis, Fasanara Capital, Kraken, Opera, Pave Bank, Prosper Global, Solana Foundation and Tether as founding stakeholders. The United Nations Office on Drugs and Crime (UNODC) will provide technical advice.

Education and Aid Programs Set Initial Targets
A planned alliance with youth platform Goodwall aims to reach up to 10 million young people through digital education and scam-prevention tools, prioritizing Africa, Latin America and Southeast Asia.
FASE also plans to work with Prosper Global, formerly Mercy Corps, on a stablecoin humanitarian-aid initiative. An initial pilot could reach up to 1 million people. Both figures describe prospective reach, rather than people already served.
The foundation will support civil society organizations helping trafficking survivors, working with the United Nations Trust Fund for Victims of Human Trafficking. Its UN relationships should be distinguished from the private-sector founding stakeholder group.
A Wider Mandate Than Scam Prevention
FASE stands for Financial Access and Systemic Empowerment. Its website sets out four areas of work: financial safety, financial freedom and inclusion, access to essential resources, and responsible AI and robotics.
The resource-access work covers connectivity, clean energy and healthcare reaching underserved communities. The technology pillar emphasizes ethical, transparent and human-centered development.
That mandate places financial crime prevention alongside broader inclusion and development goals. The organization is a nonprofit foundation, rather than an investment fund offering returns to token holders.
Building on Earlier UNODC Cooperation
Tether’s January 9 release described existing UNODC initiatives involving youth cybersecurity education in Senegal, assistance for trafficking survivors in several African countries, and university-led awareness work in the Pacific.
Those earlier programs provide background to the new foundation. They are separate from evidence that FASE’s proposed aid pilot has begun disbursing funds.
The prevention focus also addresses risks illustrated in CoinScreamer’s phishing coverage, where attackers used a genuine security incident to promote fake wallet updates. Our UAE operation report examined a separate cross-border enforcement effort; neither case is identified as a FASE program.
Program Delivery Details Remain to Come
The launch release does not specify an overall budget, individual stakeholder contributions or dates for the initial programs. It also leaves the aid pilot’s countries, supported stablecoin and blockchain, and recipient access arrangements unspecified.
Those details will determine how the planned initiatives translate into education delivered, assistance provided and aid received.
