Key Notes

  • Robinhood plans a 2027 Middle East product launch from its DIFC regional headquarters.
  • DFSA permissions cover arranging deals and custody across 10 investment categories.
  • The company has not specified initial products, fees or eligible countries.

Robinhood has announced regulatory authorization for a Middle East retail investing platform, with stocks, cryptocurrencies and exchange-traded funds among the asset categories covered. The company plans to launch its regional product suite in 2027.

The Dubai International Financial Centre, or DIFC, will serve as Robinhood’s regional headquarters, according to its October 22 announcement. Robinhood says the Dubai Financial Services Authority authorization covers access to trading and custody across all 10 approved asset classes, including investment tokens.

The announcement establishes the base and intended timetable for the expansion. It does not mean customers across the Middle East can already open accounts or trade through the new service.

What the Regulatory Register Shows

The DFSA’s public register identifies Robinhood MENA Limited as a DIFC company under reference F012264. Its licence is dated July 20, 2026, with an endorsement to conduct authorized financial services with or for retail clients. That date is separate from the October announcement and the planned product launch.

The listed services are Arranging Deals in Investments and Arranging Custody. Both cover 10 investment categories, including shares, units, investment tokens and crypto tokens, alongside instruments such as futures and options.

Those are permissions to arrange transactions and custody. They should not be interpreted as confirmation that Robinhood MENA itself will directly execute every trade or hold every customer asset. The final operating arrangements remain part of the product rollout.

A Dubai Base for the Regional Business

Salah Kaddoura, senior executive officer and president of Robinhood MENA, will lead the Dubai operation and the expanding local team. Robinhood positions the office as a base for reaching the region’s retail investors.

The company has not specified a launch-day product list, supported cryptocurrencies, fees or the countries whose residents will initially qualify. No precise launch date within 2027 has been announced.

A regional headquarters and a DFSA authorization do not by themselves establish availability in every Middle Eastern jurisdiction. Customer access will depend on the eventual rollout and applicable local requirements.

Another Step in Robinhood’s Overseas Expansion

The plan follows Robinhood’s expansion beyond the United States, including its UK crypto rollout. Products offered in another market do not automatically form part of the forthcoming Middle East service.

The UAE is also attracting competing routes into digital assets. CoinScreamer’s Standard Chartered coverage examined a separate BTC and ETH service for eligible UAE wealth clients. Its customer requirements and regulatory arrangements differ from Robinhood’s planned retail platform.

For Robinhood, the confirmed development is an authorized DIFC-based regional business with a 2027 launch target. The precise opening date and initial customer offering remain to be announced.
