The newly approved entities represent the first wave of issuers authorized under Hong Kong’s stablecoin framework, which officially came into effect in August 2025. Anchorpoint Financial is a joint venture involving major industry players, including Standard Chartered Bank, Animoca Brands, and Hong Kong Telecommunications, positioning it as a key participant in the region’s evolving digital finance ecosystem. Meanwhile, HSBC’s Hong Kong banking arm brings significant institutional credibility as one of the territory’s established note-issuing banks.
Under the new system, the HKMA holds broad enforcement powers, including the ability to investigate violations and impose penalties such as fines, suspensions or licence revocations.
