Scroll, an Ethereum Layer-2 scaling network originally designed for EVM-equivalent zero-knowledge proofs, has outlined plans to abandon its universal public chain model. In a preliminary update shared with its DAO community, the core team revealed a strategic shift toward a private, application-specific network engineered specifically to coordinate autonomous AI agents.
The decision follows extensive internal implementation of AI tooling across Scroll’s operational infrastructure. Core operations that once required more than 20 engineers are now managed by a significantly smaller team using specialized AI agents. According to the team, running critical infrastructure alongside autonomous systems highlighted a key industry gap: while AI agents can automate complex operational workflows, they require verifiable boundaries, permission limits, and cryptographic privacy to operate safely.
Rather than deploying large general-purpose models across all workloads, Scroll’s architecture focuses on leveraging zero-knowledge cryptography to allow AI agents to handle sensitive enterprise credentials and computation without exposing underlying private data.
The Compass Stack and Nine-Month Network Migration
The centerpiece of Scroll’s new architecture is an interconnected AI product suite. The front end is anchored by Compass, an iOS app and API routing layer providing access to over 30 large language models alongside integrated VPN and eSIM services. The underlying trust and privacy layer is powered by CENO, a zero-knowledge execution environment built to enforce permissions and secure sensitive agent context. Settlement across the stack will be routed through USX, while the underlying Scroll Network transitions into a specialized state engine that manages agent rules and cryptographic proofs.
Enterprise interest in the shift is already taking shape, with CENO engaging more than 30 prospective clients and actively running proof-of-concept testing across 12 institutions.
The architectural transition from a public general-purpose L2 into a specialized AI application network is projected to take approximately nine months. As part of the transition framework, the network’s governance token, SCR, will be migrated directly to the Ethereum mainnet to ensure deep liquidity and broad market access.
SCR’s total supply, distribution mechanics, and tokenomics will remain completely unchanged. SCR will continue to serve as the official governance token for the evolving Scroll ecosystem.
The core team emphasized that the announcement serves as an initial roadmap update for delegates and community stakeholders, with formal governance proposals and technical migration votes to follow before implementation.
