Kraken plans to launch services for clients in the United Arab Emirates in the coming weeks after parent company Payward received full market approval from Dubai’s Virtual Assets Regulatory Authority. The rollout will combine dirham funding and crypto trading with staking, tokenized equities and services for institutional investors.
Payward announced the plans on October 12. VARA’s public register independently lists Payward FZCO as an active licensed provider, with an October 6 issuance date and authorization for broker-dealer and management and investment services.
The approval clears a regulatory milestone ahead of the commercial launch. Kraken has not announced an exact opening date, and the statement does not say that UAE clients can already access the new local offering.
Dirham Funding Connects UAE Clients to Kraken’s Markets
The initial lineup includes spot and margin trading with AED-denominated pairs, alongside direct deposits and withdrawals in UAE dirhams. On-chain staking, xStocks and crypto transfers through Krak are also planned, while institutions will gain access to OTC spot trading and Kraken Prime.
Arjun Sethi, co-chief executive of Payward and Kraken, said UAE clients would connect to the group’s existing order book and multi-asset coverage. The model links a locally supervised operation to Kraken’s broader trading infrastructure.
Direct AED funding is a practical part of that proposition. It allows clients to move between the local currency and the platform’s markets, rather than making a foreign-currency conversion a prerequisite for every deposit or withdrawal. The announcement does not provide a detailed fee schedule or identify the banking partners supporting those transfers.
Full Approval Follows May’s Preliminary Authorization
Kraken’s May announcement described preliminary approval for a broker-dealer, investment and management licence. At that stage, the company outlined plans for local funding and access to its global markets while completing the operational setup needed before client onboarding.
VARA distinguishes that preparatory stage from a full licence. Its register explains that applicants holding only in-principle approval cannot begin virtual-asset operations or serve clients until they obtain their final authorization.
The new entry identifies the licensed business as Payward FZCO under reference VL/26/10/002. That gives customers a specific local legal entity and set of permitted activities to check, rather than relying solely on the Kraken brand or an earlier expansion announcement.
Kraken’s earlier disclosure also said retail services would be limited to those expressly permitted under VARA’s retail-access rules. A broad product roadmap therefore should not be read as a promise that every account type will have identical access to every feature.
The Licence Sits Within Dubai’s Regulatory Framework
VARA’s licensing framework covers virtual-asset activity across Dubai’s mainland and free zones, with the Dubai International Financial Centre excluded. The authority’s approval is a Dubai authorization supporting Kraken’s UAE plans, rather than a single licence issued by every financial regulator in the country.
The distinction also applies to individual services. VARA separates broker-dealer, exchange, custody, lending and other activities into different regulatory categories. Providers licensed for multiple activities must satisfy the requirements for each; approval in one category does not automatically authorize all the others.
Payward’s current register entry names broker-dealer and management and investment services. It does not list exchange-traded derivatives among its approved activities. That is consistent with the company treating additional derivatives products as a later step requiring regulatory approval.
Kraken will enter an established competitive market. VARA’s register already includes active licences for Binance, OKX and Crypto.com. CoinScreamer previously covered Dubai’s licensing milestone as the emirate expanded its supervised digital-asset sector.
xStocks Adds Tokenized Equities to the Rollout
The planned inclusion of xStocks extends the offering beyond cryptocurrencies. Kraken’s product documentation describes them as tokenized representations of stocks and exchange-traded funds, backed one-for-one by underlying equities.
Those instruments bring equity-price exposure into the same platform used for digital assets. Their availability still depends on eligibility and geographic restrictions, and the UAE announcement does not specify a complete local asset list or establish that every globally available xStock will be offered from day one.
The rollout fits Payward’s broader expansion into securities infrastructure. CoinScreamer previously reported Nasdaq’s $100 million investment in the company and their work on tokenized-stock distribution, trading and market surveillance. That partnership has a separate development timetable from the UAE launch.
Payward expects additional crypto derivatives and yield products later in 2026 and into 2027, subject to further approval. The next milestones for UAE clients are the confirmed opening date, local onboarding terms and the final product and pricing details available when the service goes live.
