Key Notes

  • Circle disclosed a workforce reduction of approximately 5% in its third-quarter earnings materials.
  • The company recorded about $9 million in restructuring expenses for severance and related costs.
  • Circle continues pursuing its planned Tazapay acquisition as it expands cross-border payments.

Circle Internet Group, the issuer of USDC, disclosed a workforce reduction of approximately 5% in its third-quarter earnings materials on November 4.

The company recorded $9.145 million in restructuring expenses, primarily covering notice-period pay, severance, employee benefits and related costs, according to its earnings release.

Circle said the reduction was designed to “better align our organizational structure with our operating model and strategic priorities.” The disclosure did not identify the affected teams, an exact employee count or individual dismissal dates.

The charges were reported for the quarter ended September 30. November 4 is the disclosure date, rather than evidence that the entire reduction happened that day.

Revenue Growth Masks a Shift in Income

Circle reported $865 million in total revenue and reserve income, up 17% year over year, and $226 million in net income from continuing operations, up 5%.

Reserve income fell 8% to $658 million as returns declined. Other revenue reached $207 million, including $182 million from the ARC token presale. The headline growth therefore included a substantial contribution from a different revenue source.

The Infrastructure Behind USDC Has Its Own Costs

Circle’s business extends beyond issuing tokens. In an October 16 business overview, the company described the distribution payments, banking relationships and liquidity arrangements needed to make USDC usable across payment networks.

Circle said standard redemptions remain free for its customers, typically settling within two business days, while eligible payment flows and qualifying platform customers can access free near-real-time redemption. Supporting faster settlement requires cash positioned across banking partners, including outside ordinary banking hours.

That liquidity has a cost: cash kept ready for redemptions earns less than funds invested in Treasuries, Circle explained. The company also pays partners that help distribute and support USDC. Those arrangements help explain why growing token usage, reserve earnings and corporate profitability are separate measures.

Payments Expansion Remains on the Agenda

The workforce disclosure comes while Circle pursues a larger payments footprint. Its September 8 Tazapay announcement described a planned acquisition of the Singapore-based cross-border payments provider, subject to regulatory approvals and other closing conditions.

Tazapay brings relationships with more than 60 banking and fintech partners and local payout capabilities in over 100 markets. Circle said the deal would extend its ability to originate and complete international payments, particularly across Asia-Pacific and emerging markets. Closing is expected in 2027.

Our acquisition coverage examines the local payout reach the deal would add. Circle’s next steps in that transaction still depend on regulatory review and the remaining closing conditions.
