Key Notes

  • LME confirmed early exploration of off-warrant metal tokenization for financing, Reuters reports.
  • Warrants already represent entitlements to specific lots of LME-approved metal.
  • Hong Kong joined the approved warehouse network in 2025; the LME licenses warehouses but does not operate them.

The London Metal Exchange is exploring whether metal stored in Hong Kong warehouses can become digital assets used for financing, including loan collateral, Reuters reported, citing three people familiar with the matter.

The LME confirmed to Reuters that it is considering tokenization of off-warrant inventories at an early stage and will consult stakeholders. The exchange has not announced an operational service.

Off-Warrant Metal Is the Focus

A warrant represents an entitlement to a particular lot of LME-approved metal. The exchange’s warrant guide explains that the underlying material must meet its quality requirements. Off-warrant inventory does not have that LME warrant issued against it.

Electronic ownership records are already part of the market. Since March 2021, the LME has used a dematerialized warranting process, with a specific exception for South Korea, where printed warrants are immobilized in the depository. LMEsword is the exchange’s existing electronic warrant-transfer system.

The tokenization proposal therefore concerns a different inventory category, rather than the first move from paper to digital records across the LME market. Reuters says an invitation-only industry roundtable is planned for early November.

Hong Kong Already Has an LME Warehouse Network

Reuters links the initiative to Hong Kong’s five-year development strategy and its ambition to expand commodities-related financing.

The physical infrastructure predates this proposal. On January 20, 2025, the LME approved Hong Kong as a warehouse location. Its permitted metals included copper, primary aluminium, aluminium alloy, lead, nickel, tin and zinc. That storage list is not an announced token lineup.

In April 2025, it approved the first four facilities, operated through GKE Metal Logistics, Henry Diaper and PGS with local logistics partners.

The LME licenses the network; it does not own or operate the warehouses. Tokenization would still need to connect a financial record with metal held by a physical storage operator.

Inventory Reporting Provides an Existing Foundation

Off-warrant stocks are already subject to reporting. The LME’s March 2025 announcement introduced daily publication from April that year, replacing the previous monthly schedule.

Next-day reports are offered to subscribers, while delayed daily reports are available without charge on a T+3 basis. The exchange’s reporting page breaks the data down by metal and location.

Inventory disclosure and a lender’s enforceable claim are separate functions. Reporting can identify stocks, but an eventual financing product would also need clear rules for control of the metal, transfers and enforcement if a borrower defaults.

Financing Terms Remain to Be Defined

The report specifies no blockchain choice, issuance volume or launch date.

Related institutional projects illustrate why product design matters. CoinScreamer’s DTCC coverage examined digital entitlements to securities and controlled transfers between registered wallets. The LME proposal instead concerns physical commodity inventory; the legal rights and operating arrangements would need to be assessed on their own terms.
