Key Notes

  • BlackRock signed an MOU with SBI and Startale to explore connecting tokenized money market funds with JPYSC.
  • SBI Shinsei Trust Bank issues JPYSC and SBI VC Trade handles its distribution.
  • The memorandum identifies three areas of study but announces no product launch date or specific fund.

BlackRock Financial Management and BlackRock Japan have signed a memorandum of understanding with SBI Holdings and Startale Group to explore connecting tokenized money market funds with the yen-denominated stablecoin JPYSC.

The October 27 announcement sets out a joint study of the infrastructure, commercial arrangements and regulatory considerations needed for such a connection. It does not announce a live fund-and-stablecoin service or specify a launch date.

The aim is to bring investment assets and yen-denominated payment infrastructure into a connected onchain financial system. The companies have not identified a particular money market fund, blockchain, or final technical design for the proposed integration.

Three Areas of Cooperation

The agreement divides the work into three areas:

  • Technology and infrastructure: establishing the requirements for connecting tokenized fund shares with JPYSC.
  • Business and distribution: evaluating business models and routes to investors through the partners’ existing networks and market access.
  • Regulation and market development: reviewing the relevant rules and the conditions needed to support a broader market for tokenized assets and stablecoins.

The companies say the collaboration is open to other financial institutions and businesses in Japan and overseas. That describes an invitation to develop the ecosystem, rather than confirmation that outside institutions have joined or that distribution has begun.

SBI chairman and president Yoshitaka Kitao described the shift toward onchain finance as an “unavoidable global trend.” He said Japan needed to prepare the foundations for the next generation of financial markets.

JPYSC’s Issuer and Distributor Have Different Roles

SBI and Startale launched JPYSC on June 24. SBI Shinsei Trust Bank issues the trust-type yen stablecoin, while SBI VC Trade handles distribution. Startale provides blockchain development and ecosystem support.

The original launch was a limited initial offering within SBI VC Trade accounts. That announcement said transfers to outside wallets were unavailable at the time and described public-chain circulation as a later step requiring legal, tax and supervisory arrangements.

Those initial conditions matter when interpreting the new memorandum. The June launch establishes that JPYSC had been issued; it does not by itself establish unrestricted external transfers or a completed connection to BlackRock’s funds.

Connecting Investment Shares With Digital Cash

A tokenized fund represents investment ownership through blockchain-based tokens. A stablecoin supplies a separate payment asset. Connecting the two could allow an eligible investor to pay for or receive proceeds from a fund transaction using digital yen, if the necessary legal and operating arrangements are established.

The fund shares and the payment token would still have different purposes and rights. The memorandum does not announce an investment return for JPYSC holders or say that holding the stablecoin gives them ownership in a BlackRock fund.

CoinScreamer’s earlier coverage examined BlackRock’s interest in using tokenized fund holdings as financial collateral. The SBI–Startale agreement addresses another part of that infrastructure: how tokenized investment products might connect with a regulated yen payment instrument.

SBI and Startale also announced on October 16 that they would explore a pilot linking JPYSC with the dollar stablecoin OUSD. That announcement explicitly distinguished a pilot study from a commercial launch. The BlackRock memorandum is a separate exploration focused on tokenized money market funds.
