DWF Labs managing partner Andrei Grachev says Donald Trump’s proposed $5,000 payments could help trigger a crypto bull market resembling 2021. In an October 4 post, he outlined a scenario in which Republicans win the midterms and the payments reach adults.

Grachev compared the hypothetical payment with roughly 150% of COVID-era helicopter money, without setting out a calculation. He expects recipients to put some of the cash into crypto, potentially creating conditions for another sharp market rally.

His outlook also carried a warning: if that rally materializes, Grachev urged investors to move their holdings into cash because he expects a crisis afterward. He did not specify a timetable for the downturn or give price targets for individual tokens.

The proposal remains a political pledge. Trump’s original promise tied $5,000 payments to adult American citizens to Republicans retaining both the House and Senate. His latest wording referred to every citizen, without the adult-only qualifier, as MarketSpeaker reported. Detailed eligibility rules and a payment date for the broader proposal have not been announced.

The Committee for a Responsible Federal Budget estimated that the original adult-citizen proposal would cost about $1.2 trillion in one year. Implementing it would require lawful congressional funding; an election victory alone would not authorize checks. Grachev’s prediction therefore depends on a program that has not been enacted.
