Australia’s Treasury has released draft legislation that would require crypto service providers to report Australian residents’ transactions and support international tax-information sharing. The October 15 consultation proposes a domestic reporting regime alongside implementation of the OECD’s Crypto-Asset Reporting Framework, or CARF. The measures remain proposals.
The domestic rules would cover transactions during reporting periods beginning on or after July 1, 2027. Treasury intends quarterly reporting, although a financial-year period would apply without a separate instrument. Reports would generally be due 31 days after each period ends, unless the tax commissioner specifies otherwise.
The international timetable is different. Treasury’s explanatory memorandum says CARF providers would collect information for the 2027 calendar year, with first reports to the Australian Taxation Office in 2028. Exchanges with foreign tax authorities would also begin in 2028, improving visibility of Australians’ offshore crypto activity.
Domestic reporting would cover exchanges between crypto and money, crypto-to-crypto swaps and transfers, including movements involving external wallets. Treasury expects transaction details such as timestamps, Australian-dollar values and transaction IDs, alongside identifying information about users. The draft’s virtual-asset scope includes digital currencies and NFTs.
Consultation closes October 28, leaving the final legislation and implementing instruments to determine the rules that take effect. The tax-transparency package is separate from Australia’s platform licensing reforms, which CoinScreamer covered when legislation was introduced in November 2025. Today’s release concerns reporting and information sharing.
